In a carb, air flows into the mouth, thru a venturi and out into intake.
There is a throttle flapper above venturi, and a choke flapper at mouth/ air inlet.
This is a basic and not completely correct explanation due to differences between air pressure and manifold vacume, also leave out other parts of the carb, but should give you the concept.
Opening throttle keys more air flow thru, air passing main atomized and I drawn into intake manifold.
Choke closes off air flow befour venturi, increases effect of manifold vacume, sucks more fuel. In the case of a partial plugged main, or low bowl fuel, choke basically gets you more fuel if available..
If float is stuck closed, or valve dirty, blocked, not much gas makes it to bowl.
