Is the engine running when you check the voltage at the resistor? If so, most meters will indicate about 12 volts. The proper check is with the engine stopped but the ignition switch on. If you turn the engine with a wrench you should find a spot where the points are closed. With the points closed you should see something around 4 volts at the resistor. When the points are open you'll see the battery voltage. If you can't find a spot where the voltage drops at the resistor you've either got an open coil or points that aren't closing. Since you say the engine runs (although roughly) you might have worn or misadjusted point or a coil that's on its way to dying. Post back what you find. PS: Yes, there are 12 volt coils available -- some still require resistors, some don't.
