Though the throttle pulled back shuts the engine off, the pump still has a shut off valve and it's just connected to the throttle. It's the same mechanism. That return line deal might not be as big a deal as proposed for as Diesel Dan said, that would not prevent it from pumping fuel and starting at first. Just take the pump off and have it gone through. That's your best bet now. It doesn't run that much as those pumps are relatively simple and inexpensive, which is one reason they were used so widely.
