You hook them up and then turn the lever to open the fittings. The lever type are really nice to use as you do not have to worry about there being pressure on the lines/tips. You may have had the levers in the wrong position. You can usually feel the lever open the tips.
Also are you sure you have hydraulic pressure to the remotes??? You said this tractor needed some repairs. I would check and see if you have pressure at the SCV couplers.
Your disk and Tractor are both new enough that the tips should be the same. Some of the earlier tractors had to have the square tip on the Pioneer fitting. They would not work with the ball tip that most Pioneer tips have.
I would suspect that you have something going on with the tractor in front of the couplers. The couplers are pretty simple. I am not familiar with the SCV controls on that model of tractor. Could they be set to supper low flow or even off???
I had this happen a few times when JD switched SCV controls on the 7000 and 6000 tractors. The old flow control valve only turned about 270 degrees in total. The newer ones can turn 8-10 turns. You can fine tune the flow in real fine increments. So some of them got shipped with the flow turn all the way down. The new owner would turn it the 3/4 turn open and then had low flow or so little flow they thought they had zero flow. Cost me a 50 miles service call the first time I ran into it.
So maybe someone with a CIH 9150 will post on how the flow controls work on your CIH 9150. It may just be a setting that is wrong.
