I hate to say it, but its true, and I always used to think in more of a humorous way, that YOU guys LOL, kinda have an advantage as people get so darned nervous and freaked out when a patrol car is behind them, they do as you said. I was always of the opinion that there had to be those guys in uniform that did that purposely, kinda watching the people squirm from the pressure to see if they can shake something loose or in the case when its in your favor, that unbeknownst criminal in front of you caves under the pressure and you now can proceed to pull the car over.
Personally, I keep my registration, insurance card and drivers license within grasp in every vehicle I drive, so there is no fumbling to make the guy nervous about weapons or unforseen hazards. After awhile, having a patrol car behind you, once you have been pulled over as many times as I have, (used to just seem to attract em years back) you get used to it, so just drive. Only time I hate to have a patrol car behind me is at night in the rain, you can't see the lines so well, and you think you might get pulled over for DWI, of course a simple test will prove that wrong.
