LJD, I fought for several years to get permits to build a pond. I had a hard time because the powers that be said I 'could' affect trout streams down from me. I don't see how your town got away with rerouting a stream, in the first place. Like the others said "get a lawyer". About your hemlocks, you might want consider harvesting them because of this little bug, Hemlock woolly adelgid. They are killing ours here. You can treat for them but it's labor intensive and expensive. Good luck with your stream battle. tim
