Louisiana requires ALL trailers to have a "VIN" STAMPED onto the frame. New mfg trailers come with. If out of state, DOT has a State Trooper stamp when tags are issued. Home built requires a State Trooper stamp VIN from registration papers.
I bought a trailer from Texas, older home built deckover. Registered in LAand a State Trooper stamped. Trailer was probably 20+ years old, but since VIN was stamped when I registered in LA it became a "new" trailer. This REQUIRED safety chains and break-a-way box because it was "built/stamped" after the Grandfather date for these item.
