The cheap Harbor Freight ones and some others only have the red indicator. It is used for two things, 1) When connecting it to the battery if the LED does not come on you have the polarity reversed and 2) If you plug it into the outlet without being connected to the battery the LED will show that there is power on the input side. These cheapies do nothing to show what its doing like the more expensive maintainers do with the red/green LED.
Radio Shack will sell a very cheap digital volt ohmmeter that is capable of telling you what the output is of the maintainer and also what the battery voltage is. I know you are aware that you're supposed to connect the float charger only to a fully charged battery because it will not charge one, it only maintains the full charge. Harbor Freight also sells a five dollar digital meter for these simple checks. I know, no help here... )-:
