Simple creatures really. The timer should trigger the fill valve when the cycle starts. Once level is made the timer advances and starts the motor that circulates the water. At the end of the step the motor is reversed and pumps the water out the drain. If there is power to the inlet valve but no water flow it is either the valve or the supply to the valve. No power to the valve? Timer or level control. I am sure some work slightly differently and someone will correct me but that is basicly what happens.
