The $20 and the $400 1500w electric heaters all operate at the same efficiency if you plug them into a Kilowatt(sp?) measuring electric input. Some of the expensive heaters may be a little safer to use, harder to tip over, etc. The biggest safety hazard of some electric heaters is the size, length, and quality of the cord. If you have properly sized breakers, wiring, and outlets to plug an electric heater of this size into, you can replace the electric cord on any of the heaters for less than $15 and be a lot safer.
