I worked on an '83 Olds Cutlass (Front wheel drive 4 Cyl.) that had that problem. When I went to get a rebuilt rack and pinion unit for it I was told that nearly all of them gave this trouble. I was also told that the rebuilt units were much improved over the original equipment. The rebuilt unit worked MUCH BETTER than the original unit ever did and never gave any trouble.
