The problem lies in the steering gear, the spool valves are either stuck or leaking badly, have seen it happen in extreme high mileage cars. I'd look for another steering gear. Haven't seen it happen in a rack and pinion yet, but don't see why it wouldn't eventually. Either way, replace the gear, or the rack. You can have the gear rebuilt in most cases, but if it is this worn, the parts cost would be high. Plus likelihood of a pressure leak is pretty large. Sorry don't see any permanent quick fixes here.
