My TO-20 was doing the same thing. Turns out the sediment bowl inlet was clogged from rust breaking free from the tank. In turn, the flow to the carb was too slow to feed the engine. If you let it set, the carb would slowly fill. When you started it, it would run until the carb ran out of gas and then die.
Unhook the fuel line at the carb and see how fast the gas comes out. Mine was a drip before I cleaned the sediment bowl inlet.
I would take out the elbow fitting at the carb, make sure it is clean and do the same with the sediment bowl. If that doesn't work, then you can take your carb apart and clean it.
I'll find the link that walks you through cleaning a carb yourself. I've done it out in the field twice in the last month. Think I finally have most of the dirt and rust out of the system...
