There should not be oil in the housing but in a fifty-year old tractor it is to be expected. I assume that you will be renewing the seal. While you have it out you should clean out the water jacket. During a complete rebuild blocks are usually "hot tanked" to clean them good inside and out. You could at least set it at an angle almost upside down on your engine stand and shoot water into the water passages while allowing it to run out. The gray oily stuff could have come out of an external low place behind the head. Some motors have a recess there. You should also replace the transmission input seal and bearing, and clutch release bearing while you are in there, rather then have one or more fail two months later.
