With the throttle lever all the way forward and the butterfly in the carb all the way open. Your throttle rod should be a quarter of a hole, roughly, too short. Shorten rod to make the governor more sensitive and lengthen it to calm it down. It takes a little fine tuning to get it perfect but its not too bad to do.
If that doesnt solve your problem, you'll have to pull the gov shaft out and inspect weight pin holes, weight pins, the throw out arm, the throw out bearing, and make sure the throw out bearing sleeve slides freely on the shaft.
