Try this. Look at the hydraulic pump outlet. It should have a two bolt flange on the steel line to the lift system. Loosen the bolts, probably takes a 10 mm socket but some had allen screws. loosen the bolts two or three turns, enough to move the flange up far enough to see some daylight between pump body and the flange. Start the tractor at an idle and be prepared to shut it off as soon as you see oil squirt out of the pump. If it still won't pump, rev it up a little and see what happens. Those pumps can loose their prime on occasion, and need to be bled. That may get you going without spending any money, if that doesn't work,either the pump is junk or it's not turning;broken shaft,drive coupler or such.
