The flout in the tank may have a pin hole in it and is full of fuel and reads empty all the time. Take a piece of stiff wire and bend a little hook on it and put it in the tank and fish around till you find the sending unit and raise up on the flout with the key on and see if the gauge moves as you raise it up, If the gauge moves as you raise the flout up then you have a pin hole in the flout. My 1550 diesel had the same problem when I got it and it had a small pin hole right on top of the brass flout. It an easy fix once you get the sending unit out and get the fuel out and cleaned it up to soder it up and reinstall it. Bandit
