My guess is that your hydraulic pump is getting weak. My all-time favorite tractor to ever run was our 1800 series A gasser. Wish we had never sold that tractor.
Ours had a Speedco aftermarket wide front end on it. Power steering pump was a continual problem leaking. My dad rebuilt the system once but the fix was shortlived and leaking resumed. Dad simply kept system topped off daily. However, Grandpa would put neighborhood idiots/drunks on it who would never check the fluids. Anyway over time the idiots running it low on hydraulic oil took its toll on the pump. It got to where we had to rev it to lift discs and plows.
You might try changing the spin-on hydraulic filter which is under the operator platform (it should be pretty easy to see). Maybe you get lucky and it is plugged up. Otherwise tractor is 53 years old so rebuilding the pump is likely due. Or leave it be as long as it works. If it was me, I would change the spin on filter and see what happens. Likely to only cost a few bucks.

Although he himself has never actually owned or restored a tractor, he was always enthusiastic and always around helping with other peoples projects.
