You are right those engines do not have high oil pressure. A new engine will read 35 psi when cold which will drop to 20 at rated speed when hot and to 15 at idle. At least that is what mine does with 15 w 40 oil. A well used engine can drop to 5 at idle when hot. So you will not see anything on a gauge at chranking speed on an old engine. If to pumps oil to the filter then I would think it would be safe to start and see what you have running. If it has not run for a long time I would blow air back through the gauge line to be sure it is clear. Go to the "Cletrac.org" site for more on these tractors!
