you are not by chance confusing dewatering a sump with cleaning a sump?
dewatering a sump using alcohol, a polar solvent to help remove water , a polar material, by disolving the water and carrying it in soloution. the atf is to help with emulsion/ carrying flaoting debri.. the diesel is there to help with the stable emulsified waxy oil/water mix that does not drain out easilly. the mix actually forms an azeotrope and dewaters real goot, vs just suspendig or emulsifying the water.. it actually solvates it.. also lowers it's flash point and vapor pressure too. any residual disolved water and alcohol azeotrope leftover will flash off faster than water alone.
one reasone why seafoam transtune works so well.
I believe you may be confusinf this with the 'cleaning' method of trying to remove the ? inch or so of gunk that builds up in the base of the sumps over the decades.
