I have 14" rims on the front of my tractor that I bought new. They are standard implement rims which you can buy many places. I run cheesey little car tires on it - tubeless. I did that to get the nose lower for mowing under trees, etc. You can buy implement rims in 14, 15 and 16" dia and various widths. But I have not seen 13" implement rims with the 6on6 (6 holes on a 6" bolt circle) I am curious why you are trying to keep it 13" You might have to cut the center out and weld it into a car rim. Did you look closely to see if that was done to the ones you have? If you buy 14" you will have a lifetime supply of free/cheap used tires.
