Jubilee wont move 3pt.

Have a Jubilee that the 3 pt wont move. A year ago it had a problem that was getting worse and worse about lifting anything especially as it warmed up until it quit working. So I took it to a local guy thats great with tractors because i didnt have time to mess with it and I needed it fixed quick for a plow day and he said pump was bad so he put a piston pump on it since he couldn't find a kit for the vain pump that it had. After that it at least worked but while running, the 3pt settles some and then it lifts up about every 5 seconds (very annoying when plowing) . Went to move it today and it doesnt move at all. What are the first troubleshooting steps on this thing.
