This may sound very simple but it did happen to me. My quadrant handle was cocked in the base that it is bolted in, so that when the handle went all the way up and stopped at the top of the cage, the base was not going up all the way. Take a look at the pic below and you'll see how the handle is cocked in the base.
I straightened the handle in the base and the lift arms will now go up to full height. After straightening the handle in the base, I tapped a nail in the slot between the handle and the base so the handle can no longer go crooked in the base even if the bolts loosen up a bit.
