Definitely 9N/2N front hubs. They look like 16" rims so they are probably old 9N/2N rims that have been cut down and welded to 16" blank rims. Ford did offer factory built 16" rims for replacements but i've never seen any. All the 16" rims with 9N/2N bolt pattern I've run across have been homemade from 19" rims.
Probably what happened is the P.O. that added the loader wanted to switch from his skinny 19" front tires to 16" tires and the first thing that became available at the junkyard was some 9N/2N hubs and rims. 9N/2N hubs will fit on 8N spindles with no modification needed. They even use the same bearings.
