#1 throw the in-line filter as far from the tractor as you can. Then check fuel flow where it was. If it is not good there check the screen in the sediment bowl and check flow there. If not a good flow at the sediment bowl and you have a good bit of gas in the tank put the sediment blow back on remove the gas cap and carefully blow the line out with compressed air. That should clean the screen in the tank so you can run the tractor. Run it till you run out of gas then pull the sediment bowl assembly out of the tank and clean it. By the way most in line fuel filters are made to work with 7psi of fuel pressure or more and a gravity system is lucky if it has 1/2 a psi
