Henry, Make the shims yourself. Thin stock, such as from a hobby store. Once the governor is set, try this. Disconnect the governor to carburetor rod. Manually adjust the carburetor. Can you get it to 400RPM? If you can, you may need to adjust the carb linkage once you reassemble. The fact that you have to "goose" the throttle would seem to indicate that.
