It is sometimes not just the carb that is at fault with the little 2-strokes like they put on weed-eaters, etc. I have a Homelite weedeater that I used about 5 hours and then hung up for a year. The next time I tried to start it she said "NOT GONNA DO IT!. Fiddled with the carb, plug, checked the spark, etc. had all that but still no go. Being a dirt-biker for better than 40 years I pulled the piston and sure enough, the rings were seized with what riders call 'spoodge' or congealed pre-mix. I cleaned the rings and grooves and put 'er back together....BINGO....runs great. I believe that most of our problems with gas sitting too long have lessened with the removal of the additive MTBE a coulpe of years ago but, as Les points out, STABIL is still a good idea.
