They're not the same. The 9/2N has a tapered shaft end with a different set-up. 2N-3600 vs. the 8N which uses 8N-3600. You can get your 8N wheel restored for around $70. To get it off check the archives for a variety of methods that work. I use a deadblow hammer applied judiciously to the hub of the steering wheel after soaking in penetrant. Sometimes it works better to tap and wiggle the wheel than to wallop it.
