The most likely problem is that the linkage between the governor & the carb needs adjusted. Over the years, I have seen two things happen to the governor. The screw that holds the fork to the shaft can come loose rendering the governor non-functional. The balls in the governor original to the 445 get flat spots worn on them which causes the governor to not work smoothly & sometimes causes surging. I check to see if the governor is working & simply needs adjusting by disconnecting the rod from the governor to the carb then while holding the gov arm & the carb linkage so it doesn't go too fast, have a helper start the engine. While running, if you hold the gov arm rearward, & rev the engine with the carb, the gov should try to push the gov arm toward the front of the engine. If it does, the gov is working & the linkage needs adjusted. If the problem is surging, you will have to at least replace the balls in the gov or replace it with one of the later style governors. To get the gov out, you will need to remove the front of the tractor, the pulley & front cover behind the pulley then the setscrew in the yoke. John
