Any radiator shop should be able to order a new core for you. Just bring in the old one so they can measure it up. I don't think the red paint is any concern. Probably a previous owner had some barn paint left. Painting a radiator will make it less efficient. I use black heat paint as its very thin and transfers heat well. Brian
