I agree with the Green man. If placed upright normal position in a vise with a plug wire out one tower and plug to vise/case/frame and there"s no sort of kill switch disabling it, if you turn the drive CW looking at it, it should at first wind up tight then suddenly SNAP RELEASE at which time that one plug would fire every other time. If she never winds up the spring and snaps/releases shes never gonna fire (impulse assembly or spring problem) although if on the tractor and she was pull started she could still run.
The most typical cause of no fire is the points are burned or pitted or badly gray oxidized in which case cleaning them may make her fire provided the impulse is working
