Right bearing on countershaft

I am working on the transmission for a JD50 and replaced the
right hand bearing on the countershaft. In the service manual it
states to push the bearing to the shoulder of the countershaft,if
I do it will come in contact with the thrust washer the shoulder
sits under the washer. Nothing is holding the washer out.
Should I push the bearing until it contacts the washer or
should I push the bearing up to the washer but still allow the
washer to spin?I remember the washer spinning I should have
taken more note of where it was on the shaft when I took the
old one off.right now the bearing is flush with the shaft and I
have a gap of 3/16 of an inch between the washer and bearing
