Phil Besides the power steering, the pump also supplies oil to the transmission shafts so it needs to be made functional. As jasper and farmerzeb say make sure the pump lever is engaged and also clean the filter located in the bottom of the transmission case on the Rt side below the foot board, round cover with 3 bolts. It is a micro screen and tough to clean, the way I test it is to stand it on end and fill it with oil. If the oil is slow to run out it is not clean. If the pump is engaged and the filter is clean and you still do not have power steering check the proportioning valve. It's located in the round hole above the foot board Rt side. It's a little tough to get at, remove the 3/8 inch line to get the bolts out of the round cover as in the picture below. PS: it may be a flat cover as their was a design change in later serial #'s.
