First off you need to look at your magneto and see if you have a model x or model c. The X has one large cap, the C has two caps. One large, one small with a wire from one to the other. Your idle passage is probably plugged up, need to clean with small bits and carb cleaner. Was the rebuild a professional job? For the throttle setting, one almost has to use a tachometer or a dyno to correctly check the engine speed at idle and full throttle. I could do it if i was there, but thats not possible. Do you have the owners manual? There is some valuable information in there about throttle settings. I use a handheld multi meter with a built in tachometer to set most of them, pricey to buy but works great.
