I had a similar issue with my 440 Backhoe. Mine ended up being the pressure relief valve was stuck in the partially open postion from dirt and not allowing enough hydraulic pressure to build to operate correctly. Follow the pressure line out of the pump and there is junction box of sorts on the right side for the hyrdaulic lines. The large hexagonal head on the side is actually the relief valve. Loosen it and remove (you will need to catch the hydraulic fluid) and inspect for dirt. Also, do not bypass this valve and try to operate without it, even temporarily....bad things happen...don't ask how i know.
