Doesn't really matter what heat range used when the engine is out of tune. Get the coolant temp up to 195F. I'll bet there is no stat, no rad shutters and the tractor just putts around instead of being worked. Lean out the idle and main jet setting to almost stumbling, not set rich for smoothest running. Make certain the choke plate is wide open and the air cleaner isn't plugged. Run 50 weight Shell Rotella T1 low ash engine oil. That engine will run fine on 216's and won't even need 437's. Toss the resistor core wires away and use solid core.
