Your Deere dealer can get you an operators and/or parts manual. They come up on eBay from time to time too. The ring has been overtightened if it takes a mallet to loosen it. Hand tight should do it. The on-line parts diagram makes it look as if the hole on the filter goes up. Look at the diagram on the JD parts web site to be sure. I'd bet than turning the shut-off handle 90 degrees from where you found it when the tractor was operating would turn the fuel off. That would probably be with the lever sticking out, away from the engine.
