No this is not normall. Carb set too lean,or timing off...Does it start easy ? This is a hand-start. When starting does the flywheel kickback ? I would clean carb first. Then start the tractor let it get to operating temp then at WIDE OPEN THROTTLE. adjust the IDLE screw 1-1/4-2 turns out. Then adjust the LOAD needle 3/4-1 turn out and make sure the float is set correctly. By turning the float bowl up-side down and measureing or guestamating on 1/2 inch from top of float to gasket mating surface. If any one of the needles make the tractor start to backfire while trying to turn one screw in a time the other passage is still plugged. So, if you start turning the IDLE needle in and it starts to miss,back-fire then it is the LOAD passage that is still plugged somewhere. Same as for the Load needle, if you turn that needle in and the same happens then the IDLE passage is still plugged somewhere. I would also change plugs Autolite 3116 are good plugs.
