My mistake - I'm used to the smaller New Gens and have never turned a wrench on a 5020. But most of the diagnostics still apply short of looking at the clutch itself. If the shaft is coasting, the PTO brake isn't functioning for some reason. If it's solidly engaged at all times, it's a mechanical problem in the clutch itself, which I would think would be unlikely. Somebody probably used the PTO brake to stop some large piece of PTO-driven equipment with no overrunning clutch on the shaft too many times and wiped out the brake itself. I assume (probably get myself in trouble again) that the PTO clutch and brake pressures simply flip-flop when the PTO it turned on or shut off, so a pressure test is the first thing to do.
