As the others have said, stay away from RTV and make sure the surface is flat, particularly around the holes. Also, always replace the screws with new. I give them a pretty good snugging with a 3/8 ratchet, but I never use "cement" or weatherstrip adhesive anymore. Too many experiences trying to chisel glued-on gaskets off of covers, the front of blocks were the water pump mounts, oil pans and so forth. Spray Hi-Tack is plenty sticky to keep those gaskets in place. I've sealed dozens of valve covers with it.
