JD 2030 losing power steering and pto

I own a John Deere 2030 tractor made in Mannheim. After a time bushhogging, my power steering becomes hard to steer, the bushhog almost won't cut, and the 3 pt lift arms will drop if I have the 'hog up. By moving the pto lever from "Engage" to "Disengage" and immediately back to engaged, the steering gets easy to turn again, the bushhog starts cutting better and will lift back up if it had dropped down any. I have cleaned the hydraulic fluid intake screen to the trans pump, put on a new hydraulic fluid filter, and topped off the hydraulic fluid with the engine running- and it still has the same problem. Since I have a pto off-on lever, I believe it has an independent pto (but the pto turns all the time the engine is running), and the pto brake won't slow the pto down at all in "Disengage". I don't know if the steering could recover so fast if the hyd. lines to the pto clutch were broke, or if the pressure control valve needs a rebuild, but I need your advice before I spend too much having it split in half.
