The metal band is common now, I have been seeing them for some time, the good wheels have stainless bands and hardware, the cheap units have steel bands. What is important is how tight the sections of rubber are the tighter they are the less water gets between the sections. A good wheel will have at least 72 tire sections. Your old wheel had what is called a fixed hub, your replacement will probable have a bolt in hub, just make sure you get the correct axle size, they are available with 5/8", 3/4" and 1" axle bushings
