Like cleddy said, it's a "Whilrwind Terracer" plow. It was built by Servis. This plow is a modified IH #8 Little Genius plow. Others without the transmission on top were modified from a #3 Little Wonder plow. I think the augers on this one were 14", and the ones without the transmission had 12" augers. Looks like someone swapped a wheel out at one time on this one.
Most were used to build terraces, a few used them for draining low areas where ditching or tile wasn't practical/legal.
