Clear all the hay out of the compression chamber and insure the side ramps are not rusted out. These are bolt in stepped ramps to keep the hay from backing out.
Do you have equal turns on each side of the tension cranks the bale chamber. Back both out and count the number of turns to each side.
We never had a problem with light windrows and some were pretty light. Fours inches is a lot.
