They are a very simple pulley. But those snow plows are rather coveted items and parts will be just about impossible to find original. Dou you know a good welder? If you have most of the old pulley you could have him braze it back up. Not hard to puddle the brazing into the missing area then do a bit of grinding to reshape it close to original. Use it that way forever or untill you find an original. Also you could go to any bearing house and have them sell you a pair of similar belt pulleys. Size not a real big deal. Within half inch dia would be fine. As long as they are the same size on both cables you are ok.
