Pete, You didn’t state the exact nature of the problem but if it won’t lift after the trip rod is pulled, it may be the “Lift Pawl” and/or the “Lift Pawl Spring" (if you"ll send an email, I will forward some pages from the Parts Manual). Sometimes they’ll get stuck with dried grease and dirt but the spring may be broken or rusted away. You can still find NOS parts. Check on the Oliver chat room.
