Try slowing the PTO speed down and going up a gear on ground speed. I know this sounds crazy but some short grass will not go through the roll very well if the rolls are spinning too fast. Also the faster gear is needed to keep the hay flowing back into the rolls faster. Is the hay short fescue?? If it is and it is hot, then that hay gets slick and you will have problems with it going through mowers and balers.
