The little pulley missing could be just that way because the plastic wore out. It also could be because the bearing in the lower tach drive is bad. When they lock up the plastic pulley is sometimes damaged. Turn it by hand and it should turn freely.
The good and bad news. The lower tach drive is only sold as an assembly, pulley included, and JD does still offer it. The BAD news. The part number is AH75620 List price $176.57. OUCH!!! Some good news all the earlier serial number OO series combines used the same lower tach drive. So just about any of them before 100,000 would work. 3300,4400,6600,and 7700.
Check your serial number out again. The serial numbers where four digit 1970 thru 1973 and then they went to six digits. The machine serial number would be on the left side of the combine just above the tailings auger. It is on the side brace. IT IS not the number on the sticker in the cab.

Yes they did built the 4400 one more year than the rest of the OO series combines. The 4420 did not come out until 1980. The 1979 4400s had some common cab parts with the JD 4420 that the earlier machines did not have. Plus the longer tail housing an longer straw walkers too.
