Hello Chad, Depends on where you live, rules & classes are quite different. Safety is always the main concern. The most argued area is the hitch location, or how high it is. Some guys lower rear tire air pressure when passing tech, then air them back up, this creates more leverage for weight on the rear tires, more traction, further pull. I suggest you use the search engine "Google" type in "garden tractor pulling" should get a bunch of good articles & rules. It's best to attend a local pulling event & talk with some of the guys there. They can point out the head dude & he should have some coppies of the rules and all that. Where I live, they skimmed the grass feild behind a pizza hut and held a tractor pull, doesn't take much room at all. something like a football feild length. They always draw a good crowd and at least one spectator builds something and gets involved at the next pull. Anyone can drive one, even women do it.
