Remove spark plug(s) & crank eng,if eng won't spin freely then you have a mech problem in eng.IF eng does spin free reinstall plug(s)& crank eng if starter still stalls on compression stroke then valve clearance excessive & acr not working or possibly float valve leaking in carb flooding eng & hydrolocking piston(s),it's not a big/complicated job adjusting valve clearance BUT you should have service/repair manual for you mod eng,in manual will be instructions on how to set valves & clearances for same,you can probably get a manual for your eng at local mower shop,ebay or briggs website.Valve clearance needing an adjust every few yrs is a common problem on briggs ohv eng.
